June 17, 2025: RFB WRA #25-001 Bid Closure Public Notice
At 9 am on Friday June 13th, the Invitation to Bid for Project WRA #25-001 closed. At 9:02 am, Bids received were publicly opened and announced. Two Bids were received by the deadline from contractors who attended the mandatory site walk. Nor-Cal Pump and Well Drilling at $2,541,316 and Pacific Coast Well Drilling at $1,542,295. Pacific Coast Well Drilling was named as lowest responsive and responsible bidder for MCWRA Project WRA#25-001.

June 3, 2025: Request For Qualifications Public Notice
The Monterey County Water Resources Agency is seeking a consultant to perform specific tasks related to the Enhancing Predictive Tools and Operational Strategies for the Nacimiento and San Antonio Dams and Reservoirs Project. The Project will use a Forecast Informed Reservoir Operations (FIRO) approach to leverage recent improvements in reservoir modeling and forecasting technology to develop tools and procedures that will enhance water supply reliability at the Nacimiento and San Antonio Dams and Reservoirs.
A completed response is required by 7/9/2025 at 12:00 pm Pacific Time Zone and should be provided as a PDF to Peter Kwiek at kwiekpk@countyofmonterey.gov.

- May 14, 2025: Invitation to Bid RFB WRA #25-001 Public Notice
PROJECT: CSIP Supplemental Well 11B02 Replacement Project (RFB WRA #25-001) will replace a supplemental groundwater well for the Agency owned Castroville Seawater Intrusion Project. The well is utilized as a supplemental water source for the Recycled Water Distribution System which delivers to the agricultural irrigation users near Castroville, CA. The project will include pilot borehole drilling, geophysical and borehole logs, final well drilling, well construction, development and well pump testing. All specifications and requirements are detailed in the Technical Specifications for the Project.

BID OPENING: MCWRA will receive all sealed bids until 9:00 a.m., PDT, on Friday June 6th, 2025; sent to the attention of: Monterey County Water Resources Agency, 1441 Schilling Place, North Building, Salinas, CA, 93901. At such time, bids will be publicly opened and read aloud. Bids are to be submitted for the entire work described and included in the Contract Documents. Bids shall be sealed, and clearly marked on the outside with the Bidder name and Bid Number. BIDS RECEIVED AFTER THIS DEADLINE WILL BE REJECTED REGARDLESS OF POSTMARK DATE AND WILL BE RETURNED UNOPENED TO BIDDER.

MANDATORY PRE-BID MEETING: A mandatory pre-bid meeting and job walk will occur at the replacement well project site on Monday, May 26th , 2025 from 9:30 a.m. to 11:00 a.m. Location is at the end of Rodgers Road in Salinas, shown in the map from the Technical Specifications - Figure 1 and 2. Attendance to this site visit and pre-bid meeting is mandatory for Bid acceptance.

- Board of Supervisors considering Groundwater Monitoring Program Regulatory Fees for the Salinas Valley Basin - The Agency will seek Board of Supervisors adoption of proposed regulatory fees to fund groundwater monitoring, ensuring compliance with state groundwater sustainability laws, on July 8, 2025. This is a continued item from the June 3, 2025 Board of Supervisors meeting. The July 8, 2025 meeting will be held at the County Government Center, Board Chambers, 168 W. Alisal Street in Salinas.

The HBA Update consists of two documents - one that describes hydrologic and flood control benefits, and one that describes economic benefits. - Update on Conditions at the Salinas River Lagoon: In response to storm events, the Water Resourced Agency conducted a facilitated sandbar breach on the afternoon of February 15, 2025 to alleviate flooding. Initial attempts to manage this floodwater have proven ineffective. This work was completed under a Proclamation of Local Emergency by County Administrative Officer and in compliance with existing permits held by the Water Resources Agency. Current water level information for the Salinas River Lagoon can be viewed through our Real-Time Water Data Network https://mcwrarealtimehydrodata.com.
