About the Treasurer-Tax Collector’s Office

The Treasurer-Tax Collector’s Office safeguards public funds and ensures the fair and efficient collection of revenues that support essential services throughout Monterey County.

Our team:

  • Collects and distributes more than $1.1 billion in annual revenues, including property taxes, transient occupancy taxes, and cannabis taxes.
  • Manages the County’s $3.5 billion investment pool for county departments, school districts, and special districts.
  • Provides clear, accessible service to all taxpayers and public agencies.

The office is committed to integrity, transparency, fiscal responsibility, efficient technology, and quality customer service.

Meet the Treasurer-Tax Collector: Jake Stroud

The Treasurer-Tax Collector’s Office is led by Jake Stroud, who was unanimously appointed by the Monterey County Board of Supervisors and began serving on December 30, 2025.

Mr. Stroud has more than 15 years of experience in public finance and focuses on protecting public resources, strengthening financial operations, and improving service delivery.

Professional qualifications

Mr. Stroud holds the following professional certifications and credentials:

  • Certified California Municipal Treasurer (CCMT)
  • Certified Public Funds Investment Manager (CPFIM)
  • Certified Government Investment Professional (CGIP)
  • Executive Credential for Excellence in County Government
  • Master Certificate in High Performance Leadership

He also serves in multiple leadership and advisory roles with statewide professional organizations, supporting best practices, innovation, and policy development in government finance.

Background and Community Involvement

Mr. Stroud began his public service career with the Minnesota Department of Revenue, where he helped modernize statewide tax filing and payment systems. His work contributed to improved efficiency and earned the Governor’s Award for Continuous Improvement.

He returned to Monterey County in 2017 and continues to support efficient, transparent, and service-focused local government.

Outside of his professional role, Mr. Stroud volunteers with local schools and youth programs. He and his family are proud to call Monterey County home.
