The Aging and Adult Services Branch provides health and social work services to seniors and people with disabilities. Our mission is to empower and serve the aging population and persons living with disabilities to live safely in their homes and with dignity. The goal of Aging and Adult Services is to delay or prevent inappropriate institutionalization of seniors and people with disabilities. This goal is achieved through the delivery and coordination of home and community based services.

24-Hour Adult Protective Services (APS)
Reports of abuse and neglect can be reported to: 831-755-4466.
After hours (before 8:00 AM and after 5:00 PM on weekdays) and on weekends and holidays, please call 831-770-7541 and ask to speak to an APS Social Worker to make a report.
The APS Program is mandated by Federal and State laws to investigate and respond to allegations of suspected elder and/or dependent adult abuse, neglect and exploitation.
An elder is anyone aged 60 or older. A dependent adult is a person between the ages of 18 to 59 who is dependent upon another person due to a mental or physical disability.
Mandated Reporters: To report elder or dependent adult abuse, you must call in the report to 831-755-4466, then complete and submit one of the following forms. You will be provided options for submitting the form during your call.

Aging and Adult Services is often the initial point of contact for people seeking information about services for older adults and persons with disabilities. The IRA Program specializes in providing person-centered information, referral, and assistance to individuals of all ages and income levels. The program is working with the Monterey County Area Agency on Aging (AAA) and the Central Coast Center for Independent Living (CCCIL) to form the Monterey County Aging and Disability Resource Connection (MCADRC) and achieve state ADRC designation.
The MCADRC and its extended partners work together to better serve the community by providing a “No Wrong Door” approach to information, referral, and assistance. Our goal is to provide no-cost, objective information about the full range of options available to streamline access to services and supports in the community. Services are provided to individuals regardless of age, disability or income.
Services include:
Enhanced information, Referral and Assistance – comprehensive resource information, follow-ups, and referrals
Options Counseling – assistance with making informed decisions about long-term services and supports
Short-Term Service Coordination – expedited assistance with accessing services and supports, for up to 90 days or until a longer term plan is in place
Transition Services – support while transitioning from hospital to home or skilled nursing center to home to ensure success in the least restrictive environment

Highly qualified social workers provide a friendly voice on the phone to help seniors and others navigate the array of available services. Specialized resource counseling services with referrals can provide smooth access to services and help improve the lives of isolated older adults, persons with disabilities, and family caregivers.

Voluntary Contributions
We accept voluntary contributions for services we provide to the community through the Area Agency on Aging. There is no obligation to contribute; it is purely voluntary. No eligible individual shall be denied service because of failure or inability to contribute. Contributions will be private and confidential to respect the individual’s contribution or lack of contribution. If at any time you would like to contribute to this program, please make a check payable to Monterey County Area Agency on Aging, reference "IRA voluntary contribution" and select which program service (Community Education, Information & Assistance, Public Information, Transportation) you would like to contribute to.

In Home Supportive Services (IHSS)
IHSS is a non-medical home care program serving low-income seniors, adults and children with disabilities. The program pays for the services of a home care provider. Services include assistance with light housekeeping, cooking, laundry, medical transportation, and personal care such as dressing, bathing, and grooming. Eligibility is based upon income and resource levels. Please call our office at 831-755-4466 for more information!

Online Provider Enrollment System
Monterey County IHSS uses an internet-based system for new IHSS provider applicants. It’s an easy way to enroll online, fill out forms, and watch State-required orientation videos. At the end of the online process, provider applicants will schedule an appointment to finalize their enrollment at the Monterey County IHSS office.

Electronic Timesheet Services
In accordance with Federal and State regulations, Monterey County IHSS will transition from paper timesheets to electronic timesheet processing. All IHSS providers and recipients are REQUIRED to register for Electronic Timesheet Services (ETS) through the Electronic Services Portal (ESP) by June 30, 2020. Accordingly, Monterey County IHSS will no longer provide paper timesheets or copies as of March 1st, 2020. County IHSS staff will, instead, assist IHSS providers with setting up an online account on the Electronic Services Portal so that timesheets can be accessed electronically and on demand going forward.

Public Authority for IHSS
The Public Authority for IHSS works to strengthen and improve the delivery of home care services for IHSS recipients. Services include an IHSS Provider Registry that matches recipients to providers seeking work. The Public Authority also arranges for provider training, and assists recipients and providers with problem solving and mediation services and support as needed.
The Public Authority is guided by an 11 member Advisory Committee. Members are appointed by the Board of Supervisors and advise staff and the Board on matters pertaining to the planning, evaluation, and oversight of the IHSS program.

IHSS Advisory Committee
The IHSS Advisory Committee is composed of individuals who are current or past users of personal assistance services paid for through public or private funds and professional representatives from the Community. Their role is to serve and submit recommendations for IHSS and the IHSS Public Authority while advocating for IHSS consumers and providers.

Supplemental Security Income (SSI) Advocacy Program
Social workers in the SSI Advocacy Program work with individuals requiring assistance with applying for SSI benefits. The goal of the SSI Advocacy Program is to help eligible people qualify for SSI benefits by assisting them with navigating the benefits application process. SSI is a financial assistance program administered by the Social Security Administration for low-income older adults and people with disabilities. The social workers in this program provide assistance through advocacy and mediation, emotional support, and guidance.
Area Agency on Aging (AAA)
In 1965 the federal government established the Older Americans Act (OAA) and in 1977 a national network of local AAA’s was established. The AAA’s act as lead agencies for the planning, development and coordination of services to older adults 60 years of age and older. Additionally the AAA administers funds allocated through the OAA, and the older Californians act (OCA). Annually the AAA allocates over 2 million dollars in grants to local non-profit senior service agencies. Services funded by the AAA include:
