Administrative Division

The Civil Division of the Monterey County Sheriff's Office provides a full range of civil services. This includes service of process for all civil documents and assistance in enforcement of judgment processes.

The Monterey County Sheriff's Office Contracts & Purchasing Division is part of the Administrative Division and plays a critical role for the organization by facilitating, bargaining, executing, and managing contracts and grants throughout their lifecycle. This Division Collaborates with Monterey County's Procurement Department to release solicitations and establish new agreements. Solicitations can include, but aren’t limited to, Requests for Proposals (RFPs), Requests for Information (RFIs), Invitations to Bid (ITBs), and Informal Competitive Procurements (ICPs).

The Contracts & Purchasing Division continuously conducts market research and analysis of data related to procurement of goods and/or services to justify departments' acquisition requests and more importantly to act as fiscal stewards for local tax payers. Furthermore, this important division manages and administers direct service agreements with contractors, revenue agreements and Memoranda of Understanding (MOU) with other agencies, and other Board approved contracts.

The Division works closely with County Counsel and contractors to create and renew agreements. It makes sure all agreements comply the Monterey County Sheriff’s Office and the Board of Supervisors (BOS) Policy, regularly monitors BOS and its sub-committees' meeting proceedings to address current and future requirements, works together with command staff on the submission and management of grant applications, including status and financial reports, and communicates directly with vendors as it relates to their contract terms.

The Fiscal Services Unit supports and manages the financial operations of the Sheriff’s Office. The team works closely with other Sheriff’s Office divisions and County departments to support payroll, accounts receivable and payable, purchasing, and all other normal business functions. Their administrative responsibilities include budget, financial administration and reporting, revenue allocation and recovery, grants and contract administration.

The Monterey County’s Sheriff’s Office Information Services Division is responsible for the management and operations of complex systems and applications.  It is their mission to uphold secure, reliable, dependable, and accurate information for over 1500 endpoints.  The Information Services Division specializes and partners with county departments in the deployment of new technology which includes servers, security, networks, databases, enterprise solutions, infrastructure, applications, virtual systems, and software development.

Daily operations include but not limited to:

• Administration of data network and criminal justice servers.

• Help Desk support and administration for internal systems and applications.

• Management central data services and networks.

• Management of third-party systems, access, and applications.

• Maintenance of MCSO’s website.

• Communication interfaces for data exchange.

• Digital forensics.

• Biometric technology.

• Criminal Justice Systems and Access.

• Correctional systems and security.

• Telecommunications support.

• Mobile endpoint communications and support.

• Building and access security.

The Sheriff’s Office Information Services Division is the center of a regional network hub for the County of Monterey Law Enforcement and Public Safety Agencies allowing access to critical criminal information databases such as the California Department of Justice (DOJ), California Department of Motor Vehicles (DMV), and Federal Bureau of Investigation (FBI).  Due to the nature and urgency of ensuring public safety, the Information Services Division provides support to Partner Agencies users, with 24/7, near real-time troubleshooting and problem resolution.

The Sheriff’s Office Information Services Division plays an important role in supporting the Sheriff’s Office utilization of technology to provide solutions to problems that improve the quality of service to our county residents.

The Monterey County Sheriff’s Office Records Division is the repository, retrieval and records management center for all of the booking records for Monterey County and all official incident reports taken by the Monterey County Sheriff’s Office for the County’s unincorporated areas. 

The Records Unit personnel process requests for information regarding incident reports and out-of-custody inmate inquiries for authorized governmental agencies, releases reports as allowed by law, issues “Good Conduct” letters, and provides a variety of other services for the law enforcement community of Monterey County.

The Monterey County Sheriff’s Office Workers Compensation Division works closely with the County’s Workers’ Compensation insurance carrier and with the County’s Risk Management Department in order to monitor all Workers’ Compensation cases. The goal of this assignment is to manage costs to the County while keeping employees apprised of their case status and facilitating injured employees’ timely return to the workforce.
