The State Water Resources Control Board (SWRCB) established Statewide General Wastewater Discharge Requirements (GWDR) for Sanitary Sewer Systems, Orders No. 2006-0003-DWQ and revised Monitoring and Reporting Program WQ 2013-0058-EXEC, which required all public entities that own or operate sanitary sewer systems greater than one mile in length in California to create, implement, and maintain a Sewer System Management Plan (SSMP). Recently adopted WDR Order No. 2022-0103-DWQ requires all agencies to develop and update their SSMP to meet new regulatory mandates.
The Boronda SSMP is a document that describes how the County will operate and manage the sewer collection and conveyance system.
The SSMP has eleven (11) elements as follows:
- SSMP Goal and Introduction
- Organization
- Legal Authority
- Operation and Maintenance Program
- Design and Performance Provisions
- Spill Emergency Response Plan
- Sewer Pipe Blockage Control Program
- System Evaluation, Capacity Assurance and Capital Improvements
- Monitoring Measurement and Program Modifications
- Internal Audits
- Communication Program
