Project Description
The Davis Road Bridge Replacement and Road Widening Project will construct a new bridge on Davis Road over the Salinas River to replace the existing bridge. The existing bridge is considered a low water crossing and only serves traffic nine months out of the year when the water level is low. The project goal is to provide year around all-weather crossing by constructing a new pre-cast concrete girder bridge that meets the current design standards and will accommodate future demand with four lanes of traffic, two in each direction. Construction activities will include temporary traffic control measures, such as lane closures or road closures depending on the phase of construction. The County will make every effort to keep the public updated on traffic impacts on the County page below.

Construction Timeframe
Construction is anticipated to start in June of 2026. The project is expected to be completed at the end of 2028

Funding
The total estimated project cost, including engineering design, environmental permitting, right-of-way, utility relocation and construction is $96.5 million. The entire project is largely funded through the Federal Highway Administration (FHWA) Highway Bridge Program (HBP) administered by Caltrans. The remaining will be paid through various Grants and local Measure X funds.

FREQUENTLY ASKED QUESTIONS

Q. Why replace the bridge?
A. The existing bridge is a low water crossing which means that it is not always passable depending on the weather. The new bridge will span the entire river from bank to bank allowing for an all-weather year around crossing.

Q. Why four lanes?
A. South Davis Road has been identified by the Transportation Agency for Monterey County (TAMC) as a critical link for their Marina-Salinas multimodal corridor plan. Four lanes are necessary to serve current and future traffic demands from developments along this corridor such as the Dunes, East Garrison, and Sea Haven. This route will also need to serve other forms of transportation such as bicycles and transit.

Q. Why not continue four lanes north of Blanco Road?
A. Existing traffic volumes coupled with projected new traffic require the entire length of Davis Road be widen to four lanes. However, the county has secured funding for the bridge replacement and this section of Davis Road will be completed first. County staff continues to coordinate with the City of Salinas to plan the widening of the northerly section between Blanco Road and State Route 183.

Q. Will the new road have bike lanes?
A. Yes, the new road will incorporate Class II bike lanes, both northbound and southbound along Davis Road from Blanco Road to Reservation Road.

Q. Will the new road have sidewalks?
A. No. Due to the rural location, lack of public spaces and low demand the road will not have sidewalks, like most County roads.

Q. How will this be funded?
A. The project is programmed under the Federal Highway Bridge Program (HBP) which is Federal money allocated to rehabilitate bridges. The program pays for approximately 80% of the project cost whereas the County pays for the remaining 20%.

Q. Why fix this road and not another County road?
A. Although there is a road component to this project it is still classified as a bridge project which is why it is programmed under the HBP. For a list of County road improvement projects please see the County’s adopted Capital Improvement Program Five-Year Plan (CIP) under the current fiscal year.

Q. Will this project repair Foster Road or Hitchcock Road?
A. The Project will improve each intersection with Davis Road. However, the pavement rehabilitation for Foster Road and Hitchcock Road will be done under the CIP in the next fiscal year (Late-summer 2024).

Q. Why a roundabout at Davis Road and Reservation Road?
A. Roundabouts are more efficient and safer than traditional traffic signals by reducing idle time and head-on collisions respectively. Also, over the life cycle of the roundabout the ongoing maintenance and operational costs will be significantly lower.
