Project Description
The Carmel Valley Road and Laureles Grade Roundabout involves replacing the existing one-way, stop-controlled “T” intersection at Carmel Valley Road and Laureles Grade with a roundabout. The project site is located at the intersection of Carmel Valley Road and Laureles Grade, in the northwestern portion of Carmel Valley in unincorporated Monterey County, California. This project will improve vehicle safety and access at the intersection. The project includes widening Laureles Grade and Carmel Valley Road at the east and northwest corners of the existing intersection; however, it will not add lanes or increase the intersection's capacity. Medians will also be constructed on Carmel Valley Road to the northwest and southeast of the proposed roundabout, as well as on Laureles Grade to the northeast. Construction activities will include temporary traffic control measures, such as lane closures depending on the phase of construction. The County will make every effort to keep the public updated on traffic impacts on the County page below.
Project Timeframe
The project is currently in the Construction phase. Construction Stage 3 is in effect from January 22, 2026 through February 10, 2026. Refer to the Press Release links provided for more information regarding the construction stages.
The project is expected to be completed by Spring of 2026.
Funding
The total estimated project cost, including engineering design, environmental permitting, right-of-way, utility relocation and construction is $5.6 million. The project will be paid through CVTIP, Measure X and MBARD Grant.

Elkhorn Road Rehabilitation
About the Project: The project is to rehabilitate Elkhorn Road from just north of Walker Valley Road to Salinas Road, approximately 6 miles. The project consists overlaying the existing pavement with hot-mix-asphalt, performing localized pavement repair, repairing damaged guard rails, replacing signs, and placing new traffic stripes.
During construction activities, traffic control measures will be in place where traffic will be stopped intermittently. For activities require full closure to through traffic, detour will be in place. The public is advised to use alternate routes and plan according. Exercise caution when traveling through the construction zone and follow posted signs and flagger instructions for the safety of both workers and the public. The County will make every effort to keep the public updated on traffic impacts.
Construction Timeframe: Construction begins July 7, 2025 and expected to be complete in October 2025, weather permitting. Majority of construction activities will be between the hours of 7:00 a.m. and 5:00 p.m., Monday through Friday, with occasional nighttime work.
Project Costs: The estimated construction cost to rehabilitate Elkhorn Road is $6.2 million, mainly funded by Measure X and SB 1.

About the Project: The project consists of replacing the existing 1,660-foot long, 23-foot-wide superstructure (bridge deck and roadway) with a new bridge that is approximately 1,750-feet long and approximately 33-feet wide. The project will provide standard width travel lanes and improve the structural and hydraulic components of the bridge consistent with current Caltrans standards. The project also includes modifying the existing two-lane roadway for approximately 450 feet on either side of the bridge to accommodate the new bridge width and profile.
The bridge and roadway approaches will be closed during construction. During the closure, alternative crossings include the Chualar River Road Bridge to the north or the Arroyo Seco River Bridge near Soledad on Arroyo Seco Road to the south. The project will likely include a crossing that is limited to emergency vehicles.
Construction Timeframe: The project is currently in the design phase. We anticipate the projection going out for construction bids in winter/spring of 2026 and be constructed beginning in Fall of 2026 and extent through 2028.
Project Costs: The estimated construction cost for the Gonzales River Road Bridge is $48,000,000 (2023 dollars). The County has secured funding for the project through the California Department of Transportation’s Highway Bridge Program which includes a combination of State and Federal funds. Supplemental funding is via the Transportation Development Act funds and Measure X local funds.

Old Stage Road Rehabilitation
About the Project: This project is to rehabilitate the Old Stage Road/Alisal Road corridor between the City of Gonzales and the City of Salinas. This project was identified as a top priority project under the Measure X program. The project will be constructed in multiple segments. In 2022, the segment of Old Stage Road from Milepost 1.27 (Granite Construction Entrance, north of the City of Gonzales) to Iverson Road (1.7 miles) was reconstructed. The segment of Alisal Road between the City of Salinas and Hartnell Road (2.2 miles) was completed in December 2024. The next segment, from Iverson Road to Chualar Canyon Road on Old Stage Road, is planned for construction in FY2027. Costs for these segments are mainly funded by SB 1 and Measure X.
At the Present: There is a project is to resurface Old Stage Road from Alisal Road to Quail Creek, just south of City of Salinas, approximately 1.5 miles. The project consists of overlaying the existing pavement with hot-mix-asphalt, performing localized pavement repair and placing new traffic stripes.
For the duration of construction, traffic control measures will be in place during live construction activities. Traffic control will involve stopping traffic intermittently. For full closure to through traffic, detour will be in place. The public is advised to use alternate routes and plan according. Exercise caution when traveling through the construction zone and follow posted signs and flagger instructions for the safety of both workers and the public. The County will make every effort to keep the public updated on traffic impacts.

PROJECT LOCATION:
At the intersection of Castroville Boulevard and San Miguel Canyon Road in unincorporated Monterey County.
PROJECT DESCRIPTION:
The County of Monterey Department of Public Works proposes to replace the existing one-way stop-controlled intersection, with a single-lane roundabout with a right-turn bypass, including installation of pedestrian crosswalks, lighting, signage, a potential retaining wall, flashing beacons with radar.

Water System Improvement Project
- Summer 2023, Well relining and testing completed.
- December 2023, Design and Engineering drawing set complete for next 3 phases of work.
- January 2024, Notice to Proceed issued to Don Chapin Company, for Phase 2, rehabilitation of the existing well.
- May 2024, Following permitting and approval of all submittals, contractor mobilized for well rehabilitation.
- July 2024, projected completion of Phase 2.
- Schedule for Phase 3 Replacement of irrigation piping, and Phase 4 upgrades to the existing booster station to be determined and pending the appropriation of additional funding.
The Project includes design and engineering and rehabilitation of the existing water well, placement of approximately 1 mile of irrigation piping, and the upgrade of a booster station and new telemetry.
Harris and Associates, Inc. has led the team of professionals in the preparation of the Project Plans and Technical Specifications and will continue to provide construction support services.
Funding of this Project is made possible by the award of American Rescue Plan Act (ARPA) funds in the amount of $1.3 million.
