The Local Road Rehabilitation Program (LRRP) was established by the County of Monterey Board of Supervisors (BOS) on January 30, 2024. The goal of the program is to improve the pavement condition of county's local roads, i.e. neighborhood streets. Through the Board policy, the BOS established the LRRP to supplement other existing road repair and rehabilitation programs designated for the county arterial road system. The BOS is proposing to fund the LRRP via an annual allocation of the Transient Occupancy Tax (TOT). The annual TOT allocation for the LRRP is estimated at $5.5 million.

The framework of the LRRP establishes individual projects within the program based on the following items:

  • Deferred maintenance on County maintained roads in neighborhoods which are part of disadvantaged communities.
  • Deferred maintenance on County maintained roads in neighborhoods which are part of communities without County Service Areas (CSAs).
  • One-time deferred maintenance on County maintained roads in neighborhoods which are part of CSA areas - with concurrent commitment to activation and utilization of the CSA's "Street and Sidewalk Maintenance" function moving forward.
