Existing Moss Landing Community Plan Documents:

The Moss Landing Community Plan (MLCP) is Chapter 5 of the North County Land Use Plan (LUP). The community plan designates the location and nature of allowable land uses within the community and includes narrative and policies specific to Moss Landing. These supplement the other chapters of the North County LUP, which are also applicable in Moss Landing. Both the community plan and other chapters of the North County LUP are implemented through development regulations called the Monterey County Coastal Implementation Plan (CIP). The existing adopted North County LUP and applicable CIP regulations are linked below.

July 9, 2025 Moss Landing Community Plan Project Update at the Planning Commission: As a part of the Moss Landing Community Plan (MLCP) update, staff provided a project update at the Planning Commission hearing.

April 15, 2025 Climate Hazard Regulations Community Meeting: As part of the Moss Landing Community Plan (MLCP) update effort, staff has prepared a set of regulations to address potential climate change hazards within the Moss Landing community. The draft regulations establish a process for reviewing projects that could be affected by present or future climate change hazards.

We conducted a community meeting specifically related to these draft regulations on April 15, 2025 at 6 p.m. at the Moss Landing Marine Laboratory, 8272 Moss Landing Road. At the meeting staff presented the draft regulations. A memo explaining the draft regulations, a copy of the draft regulations, the presentation slides from the meeting, and a recording of the meeting are available in the links below.

We are requesting that any written comments regarding the regulations be provided by April 30, 2025.  Please provide comments on the regulations to Mike Novo at novom@countyofmonterey.gov or reach out to him if you have question on them. December 6, 2024 Revised Notice of Preparation (NOP) and December 13 Scoping Meeting: The County of Monterey has released a NOP for an Environmental Impact Report (EIR) associated with the community plan update project. The NOP and additional information are linked below. The public comment period on the NOP began on December 6, 2024, and will end on January 21, 2025.

The County also conducted a public scoping meeting on December 13, 2024 to solicit written comments as to the appropriate scope and content of the EIR. The agenda, presentation materials, and recording of the scoping meeting are all also linked below:
