Project Description:

1. Amend the text of Carmel Valley Master Plan Policy CV-1.27 to provide that notwithstanding any other General Plan policies, residential development may be allowed with a density of up to 10 units/acre with a minimum of 20% affordable housing;

2. Adopt an ordinance to rezone approximately 38 acres of the Project site from Public/Quasi-Public with Design Control, Site Plan Review, and Residential Allocation Zoning Overlay Districts (PQP–D-S-RAZ) to Medium Density Residential with the same overlay districts (MDR-D-S-RAZ);

3. Combined Development Permit for the Rancho Cañada Village Project, including:

a) Standard Subdivision, Vesting Tentative Map subdividing 76 acres into 130 residential lots, including single family, half-plexes and condominiums with common areas and roadways and approximately 38-acres of habitat preserve on an Open Space lot;

b) Administrative Permit (Site Plan Approval) allowing development on 118 residential lots and 12 condominiums, (25 units of affordable housing at moderate income level) with 1.5 acre community park and 11 acres of common areas, grading of up to 220,000 cubic yards and infrastructure installation, including installation of a below-grade drainage pipe and culvert to improve area-wide flood control and drainage.

c) Use Permit for development in the Carmel Valley Floodplain; and

d) Use Permit for removal of up to 37 trees.

  • February 2004: Project applicant first proposed a residential development project at the project site;
  • August 2006: Notice of Preparation published;
  • January 2008: Draft EIR prepared for a 281-unit residential development project;
  • October 2010: Board of Supervisors certifies EIR and adopts 2010 Monterey County General Plan Update, including Carmel Valley Master Plan;
  • February 2013: Amendments to Carmel Valley Master Plan per Settlement Agreement with CVA on 2010 General Plan Update;
  • June 2016: Recirculated Draft EIR prepared for the 281-unit project; it includes a side-by-side analysis of a 130-unit alternative and addresses compliance with the County’s updated General Plan and Carmel Valley Master Plan, which were updated while the project was on hold;
  • November 2016: Final EIR prepared for the 281-unit project;
  • December 2016: Board of Supervisors certifies EIR (SCH #2006081150) and approves the 130-unit alternative;
  • July 2018: Monterey County Superior Court rules that the EIR project description and alternatives analysis was legally inadequate in Carmel Valley Association, Inc. v. County of Monterey, et al. (Monterey Superior Court case no. 17CV000131). (The decision is stayed pending appeals and cross-appeal at the Court of Appeal);
  • June 2020: Second Revised Draft EIR modifies the 2016 EIR’s project description and alternatives analysis to address the 130-unit alternative as the Proposed Project and to include new alternatives.
  • April 2021: Release of the Second Final EIR
  • April 22, 2021: Public Notice distribution describing the recommended project which is Alternative 6B within the Second Final EIR
  • July 14, 2021:  Public Notice distribution for Board of Supervisors public hearing on July 27, 2021
  • November 10, 2021: Conditional approval period ends, permit holder Rancho Canada Ventures confirms 2021 Project, Refinement of the Rancho Cañada Village “Increased Unit, Greater Affordability Project” (Alternative 6B of the Second Final EIR) for a total of 145 housing units, as the subdivision to be developed.
