NEW! The public review period for the Draft Programmatic Environmental Impact Report, for a 45-day review period, begins on July 17, 2026, and ends on August 31, 2026. NEW! The California Department of Housing and Community Development (CA HCD) notified the County on May 12, 2026, that the draft HEU6 resubmitted on March 13, 2026 is in “Statutory Compliance” – CA HCD Comment Letter received May 12, 2026. The Housing Element will be determined in “Substantial Compliance” with Housing Element law once the Board of Supervisors approves the County’s rezoning package and associated Programmatic Environmental Impact Report (PEIR). Staff continues to work on the consultant team on a draft PEIR and rezoning package for consideration by the public, Planning Commission and Board of Supervisors in summer/fall of 2026.

NEW! The public review period for the Draft Environmental Justice Element has been extended through Friday, July 31, 2026. The review period originally opened Wednesday, March 11, 2026. Comments will be accepted through the new closing date to allow additional time for community input.

Environmental Justice Element (REF220017), LRPWP Task No. 21-10

The Environmental Justice Element is required by state law as included in the County of Monterey General Plan to identify disadvantaged communities within the unincorporated County area. Environmental justice goals, policies, and objectives to reduce unique or compounded health risks are required to include reduction of pollution exposure, improvement of air quality, the promotion of public facilities, food access, safe and sanitary homes, physical activity, civil engagement in the public decision making process, and prioritize improvements and programs that address the needs of disadvantaged communities.

Housing Element 6th Cycle Update 2023-2031 (REF220020), LRPWP Task No. 21-02

The Housing Element is required by state law as included in the County of Monterey General Plan and in accordance with the current 6th Cycle Update to plan adequate housing for everyone in the unincorporated Countywide community. The process for updating the Housing Element requires review and approval by California Housing and Community Development (CA HCD) to determine compliance with state housing law. CA HCD must approve the 6th Cycle Housing Element prior to adoption by the County of Monterey.
