NEW! The California Department of Housing and Community Development (CA HCD) requested an updated timeline for anticipated submittal of the third draft to the state. Staff provided a response on Friday, December 12, 2025, to the December 10, 2025, inquiry.

The California Department of Housing and Community Development (CA HCD) sent to the County a formal Inquiry of revised timeline. Staff provided a response on September 16, 2025, to the September 10, 2025, formal Inquiry.

Letter of response from the County with enclosed CA HCD findings letter for the second draft HEU6 upon completion of the formal 60-day review period June 26 to August 25, 2025.

The California Department of Housing and Community Development (CA HCD) completed their formal 60-day review of the County’s draft Sixth Cycle Housing Element and provided comments on Monday, August 25, 2025.

Environmental Justice Element (REF220017), LRPWP Task No. 21-10

The Environmental Justice Element is required by state law as included in the County of Monterey General Plan to identify disadvantaged communities within the unincorporated County area. Environmental justice goals, policies, and objectives to reduce unique or compounded health risks are required to include reduction of pollution exposure, improvement of air quality, the promotion of public facilities, food access, safe and sanitary homes, physical activity, civil engagement in the public decision making process, and prioritize improvements and programs that address the needs of disadvantaged communities.

Housing Element 6th Cycle Update 2023-2031 (REF220020), LRPWP Task No. 21-02

The Housing Element is required by state law as included in the County of Monterey General Plan and in accordance with the current 6th Cycle Update to plan adequate housing for everyone in the unincorporated Countywide community. The process for updating the Housing Element requires review and approval by California Housing and Community Development (CA HCD) to determine compliance with state housing law. CA HCD must approve the 6th Cycle Housing Element prior to adoption by the County of Monterey.
