The Environmental Justice Element is required by state law as included in the County of Monterey General Plan to identify disadvantaged communities within the unincorporated County area. Environmental justice goals, policies, and objectives to reduce unique or compounded health risks are required to include reduction of pollution exposure, improvement of air quality, the promotion of public facilities, food access, safe and sanitary homes, physical activity, civil engagement in the public decision making process, and prioritize improvements and programs that address the needs of disadvantaged communities.

NEW! The public review period for the Draft Environmental Justice Element has been extended through Friday, July 31, 2026. The review period originally opened Wednesday, March 11, 2026. Comments will be accepted through the new closing date to allow additional time for community input.
- The Draft Environmental Justice Element is a comprehensive document. To make it easier to review, we prepared a guide for each community. Each guide shows you what residents in your area told us during surveys and outreach events, points you to the specific draft policies that relate to your community's priorities, and includes questions to help you think about whether those policies are clear and appropriate. We encourage you to start with your community's guide, then read the policies it points to in the full Draft Environmental Justice Element.
