Description:  
  • Updates to the existing Monterey County Local Coastal Program to harmonize it and State Planning and Zoning Law standards for Accessory Dwelling Units and Junior Accessory Dwelling Units, including the Big Sur Coast Land Use Plan, the Carmel Area Land Use Plan, and Monterey County Coastal implementation Plan, Part 1 the coastal Zoning Ordinance (Title 20). Updates implement and comply with legislative amendments to Government Code Section 66314 regarding Accessory Dwelling Units and Government Code Section 66333 regarding Junior Accessory Dwelling Units as of April 1, 2024.

Current Information:  
  • NEW! The Board of Supervisors has formally adopted the New Coastal ADU/JADU Ordinance. The new ordinance takes effect on December 19th, 2025. County staff will provide further guidance to the public regarding the permit process for these units early 2026.
     
Environmental Information:  
  • Statutorily exempt from the California Environmental Quality Act (CEQA) which provides that CEQA does not apply to adoption of an ordinance by a County to implement the provisions of Government Code section 65852.2. (Public Resources Code section 21080.17).
