POU AND POE FOR SMALL WATER SYSTEMS

What is POU or POE

POU" or "Point-of-use” means a treatment device applied to a single tap for the purpose of reducing contaminants in drinking water at that tap

POE" or "Point-of-entry” means a treatment device applied to the drinking water entering a house or building for the purpose of reducing contaminants in the drinking water distributed throughout the house or building. 

POU or POE Program for Small Water Systems

Local Small (2-4 connections) and State Small (5-14 connections) Water Systems that do not comply with primary drinking water standards may implement a POU or POE treatment program for active service connections to return the water system to compliance with water quality standards.  All homes on the system must participate to be fully compliant.   You may contact the Drinking Water Program at the Monterey County Health Department for more details at sws@countyofmonterey.gov

Other Information

Individual Home Owners

An individual home owner may choose to install a POU or POE device on their existing home to improve the quality of their water.  A permit from Environmental Health is not required.  Please visit the State Water Board website for more information on residential treatment systems.  If you are part of a water system that is not in compliance with drinking water regulations, it is recommended that you communicate with other users on the water system before you install a new device to see if the water system wants to implement a system-wide POU or POE treatment program.

Public Water Systems

As of September 1, 2025, Monterey County ended the delegation agreement with the State Water Board and transferred regulatory oversight of public water systems that serve less than 200 connections back to the State Water Board.  Contact the State Water Board for permitting requirements for a public water system.  The website for the local State Water Board office is: Drinking Water Field Operations Branch Districts - Monterey - 05 | California State Water Resources Control Board
