Expanding access to long-term mental health treatment and recovery services in Salinas

 County of Monterey Board of Supervisors Meeting 1/6/26

 The Monterey County Health Department’s Behavioral Health Bureau is developing Mental Health Rehabilitation Centers (MHRC) to expand access to long-term mental health treatment and recovery services in Salinas.

This project will be done in two parts:

  • Part I includes the construction of three (3) new 16-bed MHRC buildings and one (1) support building.
  • Part II adds three (3) additional 16-bed MHRC buildings.

A MHRC is a secure, 24-hour residential treatment program that provides intensive psychosocial and rehabilitative services for adults (ages 18 and older) living with serious mental illness and/or co-occurring substance use disorders who are under LPS conservatorship and who would have been placed in a state hospital or another mental health facility to develop skills to become self-sufficient and capable of increasing levels of independence and functioning. During their residency, participants can engage in several programming pathways.  Through classes, peer mentorship, individual and group therapy, people residing at a MHRC have a greater chance at community reintegration and recovery.  The goal is to help residents build the skills needed to increase self-sufficiency and achieve higher levels of independent functioning..

The MHRCs will be located on Constitution Boulevard, across the street from the Salinas Regional Soccer Complex.
