Behavioral Health Services Act, formerly the Mental Health Services Act

General Information

The Behavioral Health Services Act (BHSA) provides  funding to counties to expand and develop innovative, integrated services for  children, transition age youth, adults and older adults. The overall goal is to transform public mental health care. Formerly known as “Prop 63”, California voters passed the BHSA, formerly MHSA, in the November 2004 election.


Behavioral Health Services Act (BHSA) Integrated Plan Public Comment Period Now Open!

The County of Monterey Health Department’s Behavioral Health Bureau is pleased to announce the opening of the public comment period for the Behavioral Health Services Act (BHSA) Integrated Plan for Fiscal Years 2026–27 through 2028–29.

We invite you to review and provide feedback on the document during the public comment period, which has been extended from the required 30 days to 45 days.

The comment period begins April 3, 2026, and concludes on May 18, 2026.

The Monterey County Behavioral Health Bureau (MCBH) is excited to announce that the 30-Day Public Comment Period for the Draft Mental Health Services Act (MHSA) Annual Update for the fiscal year 2025-26 is now open!

The Draft FY 2025-26 MHSA Annual Update outlines the services and programs funded in the upcoming fiscal year. We invite you to review this document during the 30-day Public Comment Period.

This document details the services and programs MHSA funding will support starting July 1, 2025.
