About the Project

Monterey County is launching the Zero Emissions Shared Mobility Study to identify innovative, accessible, and sustainable transportation options that work for everyone—especially residents in low-income, rural, and historically underserved communities. This effort aims to address transportation gaps by exploring shared mobility solutions, such as bikesharing, ridesharing, car or van pooling, among others,that are reliable, affordable, and non-polluting.

The goal of the Study is to find recommendations that improve mobility and expand shared, zero-emissions transportation options tailored to farmworkers, hospitality workers, seasonal employees, and other underserved groups.

The study is funded through a Caltrans Sustainable Communities Planning Grant and led by the County of Monterey in collaboration with the Association of Monterey Bay Area Governments (AMBAG), the Shared-Use Mobility Center, and Mobycon.


What is Shared Mobility?

“Shared mobility” means transportation that you share with others—like buses, trains, bike share, scooter share, carpooling, vanpooling, and services like Lyft or Uber. These services reduce the need for individual vehicle ownership and can help reduce traffic, save money, and cut down on pollution.

Shared Use Mobility Examples:

  • Vanpools for agricultural worksites
  • Bike-share and scooter-share stations near housing and job centers
  • On-demand shuttle services in rural areas
  • Subsidized carshare or ride-hailing for shift workers

  • Round 1 Community Outreach (August 2025): Possibilities & Needs, Resident & Employer Survey, Mobility Forums, Events, Focus Groups, Stakeholder Advisory Group, Technical Advisory Group
  • Project Identification (September 2025): Zero Emissions Shared Mobility Project Proposals
  • Round 2 Community Outreach (October 2025): Recommendations & Prioritization, Survey of proposed recommendations, Mobility Forums, Events, Focus Groups, Stakeholder Advisory Group, Technical Advisory Group
  • Draft Study (August-November 2025): Zero Emissions Shared Mobility Project Proposals, Administrative Draft Study, Public Review Draft
  • Final Draft for Board Approval (December 2025-February 2026): Preparation of the Final Draft Study, Presentations to Boards, Final Delivery
